Your telegram of 7th April. With regard to goods allowed to go to Hongkong qua British possession from another part of the Empire. Does this apply to such ship- ments as the following five bales cotton waste shipped per "Bencleuch" from London by the Asiatic Petroleum Company under a permit requiring company to obtain certificate that the goods have been landed here. Local agent of the Company states that this cotton waste is intended for Company's installations in South China generally. May I treat this case as if it came under your telegram of 4th May with regard to exports to China.
